Abstract

Sport Partnerships are aiming to be a game changer for future generations, transforming the way community sport is created, delivered, lead, and funded, to ensure we have an inclusive sport system, overcoming ongoing and stubborn inequalities in participation in sport and physical activity; transforming Wales into an active nation where everyone can have a lifelong enjoyment of sport. We pledged to ensuring that sport is accessible, inclusive, and affordable, leaving no one behind. And we vowed to provide people with the skills to reach their potential and achieve their goals. Aligned to Welsh Government policy and the Vision for Sport in Wales, Sport Partnerships will be the entity through which all local investment from Sport Wales will be coordinated. Empowered to bring about system change, they will be the catalyst to tackling 2 long standing issues. 1.Ensuring there is the right support and opportunities in place for those who are not regularly physically active - with a clear focus on removing barriers for those who need most help. 2.Taking steps to meet the high latent demand from those who are active but want to do much more. Sport Wales are currently working with organisations and individuals across five Regional Sport Partnerships areas: • North Wales • Mid-Wales • West Wales • Gwent • Central South There has been significant progress in the North Wales region with the launch of Actif North Wales whilst there is the expectation of all Regional Sport Partnership entities being operational by April 2024.

Total quantity or scope of tender

Sport Wales envisages this contract to be for 4-6 months, commencing no later than September 2023. It is anticipated that elements 1-4 of the content and outputs section identified would for stage 1 of the contract, with stage 2 likely to include elements 5-8. There will however be some crossover across certain aspects of the work.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Sport Wales is seeking to appoint a provider to facilitate the development of an evaluation framework for Regional Sport Partnerships. The evaluation framework will align to the existing accountability approach undertaken by Sport Wales across its partner network, mapping progress against reflective learning.

The framework will establish a suite of tools for capturing the contributions of Regional Sport Partnerships to the Vision for Sport in Wales, whilst also drawing out how evidence and insights can be best used to identify improvements and best practice for the overall Sport Partnership approach and individual Sport Partnership Regions.

The development of the framework will work with Sport Wales’s Insight team, the Relationship Management Team and Sport partnership team to identify a national approach, whilst also co-creating the regional approach with existing and emerging Sport Partnership entities.

Content and Output for Commission

1. Work with Sport Wales to co-design the National Evaluation Framework for regional Sport Partnerships – considering existing accountability approaches with partners who are provided with annual funding.

2. Work with Sport Wales to identify the range of national and regional data sets available (School Sport Survey, National Survey for Wales, Census data etc), and identify any data gaps or challenges that would be included in any accountability and National Evaluation Framework, aligned to the existing investment approach.

3. Explore systems mapping to identify barriers and the whole systems approach to inactivity. Maximising connectivity and use of the data and information in key areas such as the Public Services Boards and the well being plans.

4. Build into the framework the need to collate and share learning - throughout the year not just at the end of the evaluation exercise.

5. Create a dynamic work environment (face-to-face, virtual, sprints, etc.) to ensure the work progresses at pace.

6. Work with one or more of the established Sport Partnership regions to co-create the bespoke evaluation approach for those entities within the context of the National Evaluation Framework, which would provide learning for each of the remaining Regional Sport Partnerships in future.

7. As part of the co-creation approach facilitate engagement with key stakeholders to ensure a sense of regional ownership for the evaluation approach.

8. Develop a strategic overview of the evaluation approach that can be presented to other Regional Sport Partnership entities.

The Contract has an anticipated value of £45,000. Any additional ongoing service costs based on expenses incurred in delivering the planned approach should also be included in the tender submission.

Provider must allocate a dedicated project manager.

Collaborative meetings, on at least a monthly basis, between Sport Wales and the Provider, discussing progress, ongoing improvements, and issues.

Provider to respond to any queries or issues within a 48-hour period (excluding weekends).
