Abstract

Introduction As part of our ambitions to implement the actions plans, we want to develop a high quality suite of e-learning resources, which can be rolled out across the social care, early years and childcare sector in Wales. The resources will form part of a pro-gramme of Continuous Professional Development (CPD) which will focus on anti-discriminatory practice in the sector. The first resource will be in relation to anti-racism. Aims and objectives We are seeking to appoint a suitable skilled and experienced supplier who will: - develop bespoke content for e-learning resources to educate and inform the social care, early years and childcare sectors in Wales around anti-racism. - Social Care Wales have identified initial ideas (Appendix 7) for content development however we will work with supplier(s) to refine this. - the content will be co-produced with individuals with lived experience from social care and/or organisations that have expertise in the relevant areas. This is a non-negotiable and core element of the work. The supplier will utilise their current networks to co-construct with people with lived experience and expertise. - adhere to the principle of ‘nihil de nobis, sine nobis’ (‘nothing about us, without us’), when managing the production of the content with people with lived experience. - working with Social Care Wales, develop a common structure, which will in-clude: ~ an educate and inform section, ~ a section which covers the impact of racism (including hate crime) ~ a section about key considerations of the area when working in the social care, early years and childcare sectors in Wales, including how to provide high quality care for users of care and support. - include the ability to promote reflective practice during the e-learning module as well as a managers/employer's guide to help managers integrate the e-learning resource into reflective practice sessions, such as a team meet-ings/supervision sessions and staff appraisals. Outputs 1.Project Plan Identifying delivery approach of the contract including approaches to co-production. 2.Draft content plan Identifying a draft content plan for the anti-racist resource for approval from Social Care Wales. 3.Content for learning resources to be developed into e-learning resources. Total quantity or scope of tender

Budget

The total budget for this contract is £50,000 (inclusive of any applicable VAT) agreed for this tender.

The Supplier will provide a full financial breakdown of the costs associated with the project for consideration through the evaluation process.

Prices must be quoted in pounds sterling and must clearly state whether VAT will be charged.

Length of contract

The contract will run from September 2023 to March 2024.

3.1

Minimum standards and qualification required

Welsh Language

Social Care Wales is a bilingual organisation and is with the Welsh Language Measure (Wales) 2011 Standards. In responding to the Tender, Suppliers should consider how their services would support the bilingual ethos of the organisation and compliance with Scheme and Standards.

The Supplier is required to carry out any engagement activity bilingually. It is crucial that you do not treat Welsh language materials any less favourably than you treat the English language versions.

The Supplier will manage arrangements and associated costs related to Welsh lan-guage requirements.

All content must be produced bilingually.
