Abstract

Description of the goods or services required

The Vale of Glamorgan Council (“the Council”) wishes to appoint suitably qualified consultants to undertake a Net Zero Carbon Buildings Feasibility Study and Cost Assessment (“the Services”) to inform policy development for the Vale of Glamorgan Replacement Local Development Plan 2021 – 2036 (Replacement LDP).

In addition to the preparation of the main report, consultants should be prepared to support the Council at the Replacement LDP examination in respect of the completed study and any other related issues should expert advice be required.

Total quantity or scope of tender

The objective of this work is to produce an evidence base that will allow us to consider the viability implications of requiring new buildings to be net-zero in their construction and operation, alongside other policy requirements of the forthcoming Replacement LDP. This evidence base should also satisfy the requirement set out in paragraph 5.8.5 of Planning Policy Wales (Edition 11), highlighted above. To allow for this evidence base to result in policy potentially included within the Replacement LDP, this work would also have to develop a policy framework.

The Scope included within the RFQ is derived from an analysis of similar policy interventions in English Local Planning Authorities and their associated evidence bases. Whilst it is anticipated that Welsh policy and legislation would not require a wholly dissimilar evidence base, Stage 1C of the Scope exists to account for this. The Council would be prepared to consider amended scopes, if they would achieve the objective set out in the preceding paragraph and a clear methodology could be demonstrated.

Tenders may be submitted in Welsh and will be treated no less favourably than a tender submitted in English.
