Title
Funding opportunity for a New GDS practice OR an addition to an existing contract in Cardiff and the

Description of the goods or services required
Cardiff & Vale University Health Board (C&VUHB) is working to address health inequalities and dental access issues within its boundaries. It is therefore seeking to re-commission to either a New NHS General Dental Service (GDS) or to re-commission additional funding to an existing NHS dental contract. This is for patients residing within Cardiff and the Vale of Glamorgan following the reduction of two existing NHS contract in the South & East locality. The Health Board is looking to commission the NHS activity, with effect from 1st December 2023. The activity for 2023/2024 would be pro-rata and then full annual metrics for 2024/2025.
The funding is available to bid for via two lots – Splott and Rumney. Please specify clearly which lot or lots you are bidding for when replying on the bidder response questions.
The recurrent new GDS practice contract would be offered under the terms of The National Health Service (General Dental Services Agreements) (Wales) Regulations 2006. Providers must therefore meet all the legal requirements of the General Dental Services (GDS) agreement and demonstrable experience of successful delivery of NHS Personal Dental Services.

The successful bidder would be required to deliver this contract via Dental Contract Reform
The metrics for 2023/2024 are set out in NHS Dentistry: Confirmation of Contract Reform Volume Metrics For 2023-24).
Contract duration will be from 1st December 2023 to 30th November 2026. The contract will then be reviewed in line with the successful bidders GDS contract.
There will be a requirement for the successful bidder to take on the cohort of patients from the reducing practice. The remaining balance of the contract, after the cohort has been transferred will be taken from the Health Board Dental Central Waiting List.
Lot 1: Splott
• There are specific patient metrics associated with this contact value (please refer to page 3 of NHS DENTISTRY: CONFIRMATION OF CONTRACT REFORM VOLUME METRICS FOR 2023-24)
• Location (within 3 miles of reducing practice, postcode CF24 2BU)
• Funding – £165,000 per annum x 3 years = £495,000. The contract will then be reviewed in line with the successful bidders GDS contracts.
Lot 2: Rumney
• There are specific patient metrics associated with this contract value (please refer to page 3 NHS DENTISTRY: CONFIRMATION OF CONTRACT REFORM VOLUME METRICS FOR 2023-24)
• Location (within 3 miles of reducing practice, postcode CF3 4LJ)
• Funding – £214,000 per annum x 3 years = £642,000. The contract will then be reviewed in line with the successful bidders GDS contracts.

3 Conditions for Participation

Minimum standards and qualification required
There will be a requirement for the successful bidder to take on the cohort of patients from the reducing practice. The remaining balance of the contract, after the cohort has been transferred will be taken from the Health Board Dental Central Waiting List.
The bidder’s practice, whether existing or new, must be within a 3-mile radius of the current practice postcode.
To be able to speak and communicate in the Welsh language is desirable but not essential.
This requirement aligns with the seven goals of the Well Being Future Generations Act.

Additional Information
Performance monitoring of the contract will include monthly data analysis the dental team followed by meetings throughout the year with the dental practice. These will be face to face visits by the dental team at the practice. The data will come from eDEN (NHS BSA) monthly and this data will be used to identify the contract position for each month of the year until year end, monitoring dental activity delivered against the contract target for that year. This contract target is set by WG, this includes the volume metrics.
The monitoring meetings and visits, as well as monthly data from eDEN will identify any performance and target issues, as well as any additional concerns i.e. personal issues that the practice may face. This performance monitoring provides both support and guidance to the contract holder and practice throughout each financial year.
