Title

To produce an Evaluation Report on benefits to Xplore! arising from SPF Grant Funding

Description of the goods or services required

The summary of the scope of this contract will be follows:

To produce an Evaluation Report on benefits to Xplore! and the Wrexham area arising from the Shared Prosperity Fund (SPF) in relation to funding awarded to Xplore!

To carry out a scoping exercise with Xplore! team to set out detailed research questions and timeframes.

To carry out a continued demand assessment for Xplore!.

To plan and carry out primary and secondary research using a logic model with indicator framework to monitor outcomes and impact, plus face-to-face focus groups with key stakeholders.

To discover what drives performance against the expected project outputs.

Assess value for money regarding the use of SPF using a triple E audit.

Carry out a process review to monitor overall experience of the SPF grant scheme.

Work with the Xplore! team to finalise the format and data to be included in the final bilingual (English & Welsh) evaluation report.

Attend 2 project board meetings to update senior team on preliminary findings.

1.3.2 The target contract dates will commence November 2023 and meetings with the Xplore! team can be scheduled for soon after. The contract must end by the 31st December 2024, with all work completed and invoices received before this date.
