The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
Cardiff University are not aware of any other suppliers in the marketplace who manufactures and supplies this type of software. This software is the only one that fits our purposes and requirements, namely providing virtual placements for our Radiography students.
Compatibility with existing equipment, machinery, systems, or software -
Continuation of existing software licences (with software producer) that are used as part of the diagnostic radiography course for students. Without this they will not be able to complete the course, due to a lack of real-world placement hours available.
