Abstract

Overview The Foundation require a suitably qualified Project Manager & Quantity Surveyor to progress the scheme onto a rounded RIBA 1 such that it can be presented to the National Lottery Heritage Fund and other funders as part of a coordinated and compelling application for development funding in order to progress. In the first instance, the appointment is only for Project Manager & Quantity Surveyor services up to RIBA 1. Services thereafter will be subject to further competitive procurement to meet funder requirements; it is anticipated that Project Manager & Quantity Surveyor services for RIBA 2 – 7 inclusive will be tendered in line with public procurement requirements with a break clause at the end of RIBA 3 where the contract will be renewed subject to funding and satisfactory performance. The Project Manager & Quantity Surveyor are required to support the development of the project up to the preparation of a National Lottery Heritage Fund (NLHF) Development Stage bid targeted for submission in August 2025. The Project Manager will be required to arrange the appointment of the Design Team (separately tendered) and to coordinate their work, and the work of any other consultants appointed, such that there is a coherent, comprehensive and compelling project developed to RIBA 1 level of detail ready for August 2025. The Quantity Surveyor will be required to review costings to date, advise on the cost implications of any variations, and to prepare a RIBA 1 Cost Estimate for inclusion in the Development Stage bid. The brief therefore requires timely and effective working within a relatively short period of time including assimilating previous outline proposals and information such that the overall proposal remains in line with anticipated requirements and scale, whilst taking the opportunity to consider this in conjunction with the client and professional team. Scope of Work

• Finalise the appointment of the Design Team;

• Review the requirements for any external assistance in preparing the interpretation and activity plans, business planning, and evaluation, preparing briefs where these are required and procuring the same;

• Manage and coordinate the production of all the elements required to prepare a Heritage Fund Development Stage bid for submission in August 2024;

• Set up and manage a meeting and communications schedule for the period up to the submission of the Heritage Fund bid;

• Update the Project Execution Plan, including its appendices (i.e. budget/ cashflow, programme, and risk register) such that is can be supplied with the Development Stage bid as necessary;

• Manage the design team such that a coherent outline scheme is prepared as the basis of the Heritage Fund application;

• Review capital costs at RIBA 1 to ensure that there is adequate provision for these (including inflation) within the Heritage Fund bid;

• Prepare the Heritage Fund application form via the portal for client approval and submission;

• With the client, seek and incorporate advice from the Heritage Fund to ensure that the completed application is as competitive as possible;

• Support client fundraising with project detail as required and advise on potential sources of funding.

Fee

The maximum fee available is £30,000, including expenses and travel but excluding VAT.
