The UK Shared Prosperity Fund (UKSPF or the Fund) is a central pillar of the UK Government’s ambitious Levelling Up agenda and provides £2.6 billion of funding for local investment by March 2025. In the Southeast Wales region, Rhondda Cynon Taff CBC (‘RCTCBC’) are the Lead Authority. The UK Government will provide funds to RCTCBC for the selected projects and RCTCBC will enter into funding agreements with Caerphilly County Borough Council (CCBC) and administer the distribution of funds to the selected projects’ deliverers and thereafter monitor and assure the successful delivery of those projects.
The People and Skills Pillar funded by the UK Government’s Shared Prosperity Fund prioritises the following missions:
Mission 9. By 2030, pride in place, such as people’s satisfaction with their town centre and engagement in local culture and community, will have risen in every area of the UK, with the gap between the top performing and other areas closing.
Mission 1. By 2030, pay, employment and productivity will have risen in every area of the UK, with each containing a globally competitive city, with the gap between the top performing and other areas closing.
Mission 6. By 2030, the number of people successfully completing high-quality skills training will have significantly increased in every area of the UK.
Mission 7. By 2030, the gap in Healthy Life Expectancy (HLE) between local areas where it is highest and lowest will have narrowed, and by 2035 HLE will rise by five years.
Mission 8. By 2030, well-being will have improved in every area of the UK, with the gap between top performing and other areas closing.
Under the Shared Prosperity Fund, People and Skills Pillar, in CCBC, amongst other interventions, we are delivering pre-employability support against the intervention W34 and are targeting those furthest away from the labour market, who are not work ready and are economically inactive - supporting all customer groups. This includes addressing the most significant barriers not supported via Welsh Government funded CFW+. (Communities for Work Plus).
In CCBC, there is a clear distinction between CfW+ and SPF funded provision to ensure no duplication of support. Those ready or available for work, or who have been assessed as near work readiness, will be referred to CfW+. SPF provision will complement C4W+ with a focus around developing, building resilience and foundation skills.
W34 - Supporting economically inactive people to overcome barriers to work by providing cohesive, locally tailored support including access to basic skills.
Employment support for economically inactive people: Intensive and wrap-around one-to-one support to move people closer to mainstream provision and to gain and retain employment, supplemented by additional and/or specialist life and basic skills (digital, English, maths* and ESOL) support where there are local provision gaps. Funding for vocational training for economically inactive people, where the provision is additional to that funded via mainstream provision.
