Description of the goods or services required
The contracting authority is seeking a contractor to design, supply, and install a small-scale heat pump and water evaporation system, to support a niche production process. The system should operate with a degree of automation and be capable of achieving efficient evaporation under specific temperature conditions.
The solution must be compact and suitable for installation in a space-constrained environment with limited power supply. The process requires reduced-temperature evaporation, achieved through low-pressure operation, and must be designed to function with minimal ongoing user input.
The successful contractor will be expected to:
Provide a basic system design tailored to the site and production needs
Supply all necessary components and materials
Complete on-site installation and simple operational checks
Deliver brief documentation to support handover
Due to the specialist and low-throughput nature of the operation, off-the-shelf or adapted systems may be acceptable. No ongoing maintenance contract is required.

3 Conditions for Participation

Minimum standards and qualification required
Minimum Standards for Participation:
To be considered for this contract, bidders must meet the following minimum standards:
Relevant Experience: Demonstrable experience in delivering similar small-scale installation projects involving mechanical or thermal systems.
Technical Capability: Ability to design and install a basic evaporation or heat exchange system suitable for a non-standard, low-throughput environment.
Health & Safety Compliance: Evidence of appropriate health and safety practices, including risk assessments and method statements where required.
Insurance: Public liability insurance and, where applicable, professional indemnity insurance at levels appropriate for the scale of the contract.
Delivery Capacity: Ability to complete all works within the agreed timescale (within 3 months of contract award).
The contracting authority reserves the right to request supporting documentation to verify these standards, but may exercise discretion where appropriate.
