Abstract

Locum Hub Wales is a Welsh Government commissioned service delivered to GP Practices across Wales. This contract extension will provide continued access, enabling GP Practices to manage their Permanent and Temporary staff. Critical to this service is ongoing compliance with capturing GP Practice workforce activity for the purpose of the Wales General Medical Practice Indemnity Scheme. Practices post and book Locum coverage on a daily basis to assure uninterrupted care delivery in the community. Additionally, practices advertise and appoint permanent staff using the system. It is interoperable with existing NHS Wales primary care infrastructure and that of third-party solutions and is an ongoing data source to fulfil Welsh Government’s commitment to publishing quarterly statistics. The existing contract delivered implementation of the solution and maintenance, hosting and support. The extension options ensure continued maintenance, hosting and support. VII.2) Information about modifications

VII.2.1) Description of the modifications

The original Locum Hub agreement was let via an Open OJEU process under the Public Contract Regulations (PCR) (2015).

In April 2022, the contracted requirement for continued hosting, maintenance and support for GP Advertising (also provided by GPUK) was incorporated into the contract for Locum Hub via CCN.

The extension option ensures continued maintenance, hosting and support.

The contract extension will enable a system wide assessment across NWSSP Employment Services.

VII.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

This contract extension will provide continued access, enabling GP Practices to manage their Permanent and Temporary staff. Critical to this service is ongoing compliance with capturing GP Practice workforce activity for the purpose of the Wales General Medical Practice Indemnity Scheme. Practices post and book Locum coverage on a daily basis to assure uninterrupted care delivery in the community. Additionally, practices advertise and appoint permanent staff using the system. It is interoperable with existing NHS Wales primary care infrastructure and that of third-party solutions and is an ongoing data source to fulfil Welsh Government’s commitment to publishing quarterly statistics.

The extension will allow time NWSSP Employment Services to undertake a full review of the system requirements within the organisation and plan accordingly for future provision on a wider scale, without duplication of cost and resource.
