Background:
Social Care Wales is developing a multi-disciplinary team-based support offer for local authorities (LAs) in Wales. This offer will bring together Social Care Wales’ external-facing service capabilities to support LAs in achieving specific goals or addressing identified needs.
As part of the ‘Discovery Phase’ we are seeking a suitably skilled and experienced supplier to conduct user research with LAs in Wales to understand their improvement, innovation, and transformation needs in social care. Insights from this research will inform the design of the multi-disciplinary team support offer.
Aims and Objectives
The aim of this contract is to undertake user research with LAs in Wales to inform the development of Social Care Wales’ multi-disciplinary team-based support offer. The research will provide a robust evidence base to shape a service that meets the improvement, innovation, and transformation needs of LAs.
The objectives of the contract are to:
- Understand the current landscape by assessing the current state of social care services within LAs, including key challenges, priorities, and aspirations.
- Explore organisational context by examining organisational readiness for change, governance structures, and partnership ecosystems that influence transformation.
- Identify barriers and enablers by determining factors that hinder or facilitate improvement and innovation within social care services.
- Capture diverse perspectives by gathering insights from Adults’ and Children’s Services, senior leaders, and transformation leads to ensure a comprehensive understanding.
- Gather perspectives from Adults’ and Children’s Services, senior leaders, and transformation leads.
What is required / ‘The Requirements’
The supplier will:
- Gather data from representatives from:
- Adults and Children’s Services,
- Heads of Department / Heads of Service,
- Group Managers,
- Transformation Leads.
- Engage with a minimum of 10 LAs, ensuring geographic spread across Wales, and inclusion of Welsh language areas.
- Facilitate a virtual sense-check session estimated 1-2 hours with key partners (e.g. CIW, ADSS) to validate draft findings.
- Produce a report to including themes, findings and recommendations
- Present a summary of key findings to Social Care Wales’ leadership team
- Social Care Wales will work in collaboration with the supplier to ensure stakeholder contacts are provided where required, but existing contacts would be desirable.
