II.2.4) Description of the procurement
Cardiff & Vale University Health Board is procuring a Mental Health Supported Accommodation and Housing‑Related Support Service for adults with mental health needs who are stepping down from inpatient settings or higher‑level placements and moving into community‑based living. The service will operate across 26 supported accommodation units, offering person‑centred and trauma‑informed support to help individuals stabilise, develop independent living skills, manage their mental health, sustain their accommodation, and progress towards appropriate long‑term housing. The overarching aim is to promote independence, reduce the risk of homelessness, and ensure safe, well‑managed transitions back into the community for adults with complex mental health needs.
The appointed provider will deliver daily housing‑related support, key‑working, risk and safety planning, tenancy sustainment, and move‑on support, working collaboratively with mental health teams to maintain continuity of care and effective risk management.
This notice is an intention to award a contract under the Most Suitable Provider Process.
This a new service with an existing provider.
The contract is for a period of 18 months commencing on 01 April 2026 to 30th September 2027.

The award decision makers for this process are the Nursing Mental Health Team and the Mental Health Clinical Operational Team within Cardiff and Vale University Health Board.
The decision to select the chosen provider and to utilise the Most Suitable Provider Process was based on the following:
- Changing the incumbent provider could risk destabilising service users currently living in Mind supported housing, where strong and well established relationships with staff are already in place.
- The existing housing provision is already established and will continue to support service users with minimal disruption.
- A transitional period is required, as the contract management for this service previously sat with Cardiff Council. The service will be subject to a future tender process, where wider market engagement can take place.
No providers were excluded from the procurement process;
There were no declared conflicts or potential conflicts of interest of individuals making the decision.
