The aim of this tender document is to establish a Framework of approved suppliers to support the Welsh Government in the development and production of Welsh and bilingual education resources. The Framework will be an umbrella agreement setting out the terms and conditions for subsequent call-off contracts, but which places no obligations, in itself, on the Client to purchase any services. The Framework is therefore not a contract; contracts are only formed when services are called off under the Framework. Future requirements will be subject to individual mini-competitions under the Framework. Schedules of project delivery requirements, payment terms, etc. will be agreed at the call-off stage and will form a legally binding contract with the Client.

The creation of original Welsh-medium or bilingual fiction, factual and technical texts for learners and/or practitioners. This will also include repurposing existing texts. The texts will include resources:
-to be used within the classroom to support the delivery of the curriculum and qualifications
-for independent study
-for teaching and training purposes.
Subjects will cover all proposed new Areas of Learning and Experience 3-14, 14-19 qualifications as well as pedagogy. Work will also involve adapting existing texts to support the revised curriculum and qualifications.
