This service is for the provision of a Older Persons Floating Support Service for people living in their own homes (whether owner-occupiers, tenants or licensees), who meet the criteria outlined in the tender documentation.
The service aims to enable older and vulnerable people with and without organic and functional mental health problems to gain or maintain the skills needed to sustain their accommodation and remain living independently at home by empowering people to take control of their finances, understand their obligations as householders and improve their life skills.

II.2.4) Description of the procurement
Wrexham County Borough Council is seeking tender submissions for the provision of a Older Persons Floating Support Service. This service will be for people living in their own homes (whether owner-occupiers, tenants or licensees), who are:
- Eligible for a housing related support service in accordance with Welsh Government Housing Support Grant (HSG) Practice Guidance
- Vulnerable and in need of housing related support.
- Aged 55 and over, or have higher / complex needs that fall within the remit of the service
- Female or male
- Single or in a couple
- With or without family / caring responsibilities
- Living in housing of any tenure, including sheltered and extra care accommodation.
- Not in receipt of other HSG Funded Services, apart from Warden Services.
The service aims to enable older and vulnerable people with and without organic and functional mental health problems to gain or maintain the skills needed to sustain their accommodation and remain living independently at home by empowering people to take control of their finances, understand their obligations as householders and improve their life skills.
The support given will:
- Reduce homelessness and evictions
- Reduce debt
- Encourage people to find opportunities for employment and training
- Increase community cohesion
- Decrease anti-social behaviour
- Reduce Social Isolation
- Support people to develop and maintain life skills, enabling them to sustain independent living.
Support offered will be in accordance with the Welsh Government’s Housing Support Grant Practice Guidance (link below), effective 01/04/2020, and any subsequent guidance relating to relevant funding which may be published by the Welsh Government.

Please note that the maximum yearly budget available for this service is 190,000 GBP. Any submissions where the cost per annum is over 190,000 GBP will not be considered.

Wrexham County Borough Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly.
