3 Conditions for Participation

3.1

Minimum standards and qualification required

The bidder must be able to meet all the tender requirments as outlined in the invitation to tender attached including:

To develop a textured and evolving picture of the scheme

To provide guidance to support projects to develop their individual evaluation plans that will inform the overall evaluation

To understand progress towards the scheme’s outcome and success measures

To understand what is working, what is not working, and why

To generate continuous learning that will help to improve the effectiveness and efficiency of the scheme across Wales.

To organise, lead, and facilitate learning events for the scheme partners.

The winning bidder will be expected to deliver the following:

Assist stakeholders in developing impactful case studies and planning for sustainability of programmes (via workshops for all projects)

Collate, verify, and analyse data

Real-time lessons and shared learning: feeding through key insights, lessons, or valuable case studies as they arise. This continuous shared learning will be important in enabling partners to adapt, refine and enhance their approach and in enabling Sport Wales to communicate the scheme more widely.

Provide engaging evaluation reports to Sport Wales at two key stages throughout the scheme’s delivery, as detailed below. It is important that these reports are concise, dynamic and contain actionable insights and recommendations. The reports must address the evaluation objectives stated above.

Collate, verify, and coordinate case studies that reflect the user's engagement and experiences of the project.

Period 1) Interim report covering outcomes from April-August 2022 - report due October 2022

Period 2) Full report covering the year 2022-2023 – report due March 2023

Period 3) Interim report covering outcomes from April-August 2023 – report due October 2023

Period 4) Final report featuring a full evaluation of the programme (April 22-March 24) and LA sustainability plans post funding – report due March 2024
