Abstract

Powys Teaching Health Board wishes to commission an external staff counselling service to provide the following: -Onsite and offsite (Virtual) specialist structured counselling services ranging from A) 500 to 800 or B) 801 to 1100 sessions per annum depending on the demand in a year (to be reviewed quarterly in the first 12 months of the contract) for health board staff with mild to moderate mental health problems. This will normally be one-to-one counselling but may also include group work where appropriate. -A blended approach to the service offer, including: Onsite Sessions across the County and where the Health Board has suitable facilities available the provider can request access to these through the Occupational Health service. Providers will also be expected to make provision for hire of suitable facilities should the Health Board not be able to accommodate. -Providers are also asked to quote for off-site / virtual sessions. -An initial assessment of clients presenting with multiple and complex issues and make a judgement regarding their suitability for counselling following an initial triage undertaken by the Health Board’s Occupational Health service, who will be responsible for referral to the provider. -Agree on a case-by-case basis, with the Occupational Health Service the number of likely sessions that may need to be offered for each individual. -An appointment within 10 working days of the referral by Occupational Health, subject to the availability of the client. -Appropriate therapeutic treatment and if required agree with the client whether they may need to access/ referral to other specialist treatment or other resources. -An assessment of risk of harm to client/self/others/property and take action as appropriate. This may involve breaching client confidentiality in interest of client or wider legislation e.g., Children’s Act (1989); Drug Trafficking Act (1994); To sensitively communicate complex information to clients to encourage therapeutic engagement. -To provide Therapeutic packages to suit the needs of individual clients -To organise and manage a counselling workload and plan appropriate interventions -To work with the Occupational Health Service to ensure the counselling and psychological needs of health board staff are met. -To maintain appropriate records, providing monthly statistical and performance data and agreed dashboards to the Health Board’s Occupational Health service for audit purposes including waiting lists/analysis of clinical activity. -To maintain a high-quality clinical practice through evidence of clinical supervision meetings in accordance with at least the minimum levels recommended by relevant professional bodies. -Provide costings for an out of hours service on weekends and evenings if required -To be able to provide a cost for adhoc but up to a maximum of 8 sessions per year with an Occupational Health Specialist Consultant for any agreed high complex cases -To provide the option and cost for a series (6-8 per year) of workshops for staff/ managers that supports one’s wellbeing e.g Mindfulness, Resilience,

Description of the goods or services required
