Title
North Wales Regional Growth Vision Enabler - ESF Project Evaluation

Description of the goods or services required
The NWEAB wishes to contract with 1 Supplier under a Single Supplier Framework Agreement. The NWEAB may then enter into contracts with the Supplier in accordance with the terms of the Framework to carry out a detailed analysis of the work undertaken, in order to establish the effectiveness and efficiency of the Portfolio Management Office (PMO). The evaluation will consist of an Inception Report, a Mid-term Evaluation Report (final), Final Evaluation Report (final) and Executive Summary. The successful contractor is required to commence work in April/May 2022 and complete by March 2023.

Total quantity or scope of tender
The project will be delivered in 4 phases, with Phase 4 scope to be discussed and agreed with the Supplier, with progression through the phases based on PMO approval of the deliverables from each phase.
Phase 1 - An inception report detailing the agreed full work plan with detailed minutes of the inception meeting as an Appendix. The inception report should provide substantial detail on each stage of the research work (i.e. methodological approach, task allocation, responsible officers, corresponding timescales, reporting schedules, risk management, management arrangements and contingencies etc.). The inception report should be delivered shortly after the inception meeting
Phase 2 - The mid-term evaluation report will seek to ascertain progress and performance against the pre-intervention baseline and provide an evidence base for demonstrating distance travelled. The analysis will be used as a critical reference point for assessing changes and impact; to establish a basis for comparing the situation before and after an intervention; and for making inferences as to the effectiveness of the Portfolio Management Office and their ability to achieve their goals.
Phase 3 - The final evaluation report and executive summary will focus on a comparative landscape and will demonstrate the impact fundamentally intended or unintended as a result of the activities undertaken and to what extent is it likely that the desired practice change will lead to improvement for the region.

3 Conditions for Participation

Minimum standards and qualification required
Research expertise and demonstratable experience.
Understanding of European structural funds, preferably in European Social Funding (ESF).
Previous experience of working with, Devolved Administrations, Growth Deals, City Deals, Local Enterprise Partnerships or Combined Authorities.
The ability to work and produce content and reports in both Welsh and English.
