Introduction and background
Tai Pawb is working alongside Housing Justice Cymru, Oasis Refugee Centre, Home4U Cardiff and Welsh Refugee Council to improve access and provision of accommodation to Refugees and Asylum Seekers. The Building a Nation of Sanctuary project is funded by Comic Relief. This three year project is comprised of three separate initiatives
Led by Housing Justice Cymru – an initiative to improve access to hosting placements for Refugees and Asylum Seekers facing homelessness.
Led by Welsh Refugee Council – an initiative to improve advocacy support to people with No Recourse To Public Funds (NRPF) and those facing destitution.
Led by Tai Pawb – an initiative to promote supported housing models for Refugees and Asylum Seekers in Wales.
This evaluation will focus on the latter initiative.
Over the last 18 months Tai Pawb have worked closely with Refugee Support organisations Oasis and Home4U to support them to increase their capacity towards providing accommodation for Refugees and Asylum Seekers.
Tai Pawb has developed a comprehensive framework for Refugee support organisations interested in providing housing. This framework is currently being trialled across Home4U and Oasis.
In order to deliver a learning and influencing plan in year three of the project Tai Pawb is commissioning this evaluation of our work so far. We need to know more about the barriers and the successes of this initiative so we can share them to help others with similar work.

Detailed Requirements:
Three part evaluation:
1. Assess the impact of the project on the target beneficiaries, which are the refugee organisations and their staff, leadership or board. The impact evaluation can be conducted via methods such as surveys, interviews, and focus groups with the beneficiaries, as well as through document analysis and observation of project activities. The evaluation will assess the extent to which the project has improved the capacity of refugee organisations to meet the Tai Pawb: Ready for Housing Framework, and to deliver supported housing schemes.
2. Assess the outcomes of the project, including the release, donation, or leasing of up to three properties for use housing refugees and asylum seekers, and the establishment of up to four new partnerships between housing providers and refugee organisations. The outcome evaluation can be conducted via methods such as document analysis, surveys, and interviews with project staff and stakeholders.
3. Assess the sustainability of the project, and the extent to which the refugee organisations are able to sustain the supported housing schemes beyond the project period. The sustainability evaluation can be conducted via methods such as interviews with project staff, stakeholders, and beneficiaries, and through analysis of project documents.
Overall, this evaluation plan will help to provide a comprehensive assessment of the project and its impact and will provide evidence to support further funding applications.
