Review of the Tobacco Control Action Plan and Delivery Plans for Wales

Description of the goods or services required

The client wishes to commission a review of Tobacco Control Action plan and Deliver plans in Wales which concluded in 2020. The review is to insight into the effectiveness of activity to date, notably how the work associated with the TCAP, TCDP1 and TCDP2 may have contributed to the decline in smoking prevalence rates among both adults and young people in Wales. It is anticipated the research will identify those areas of work thought most likely to have contributed to the changes in smoking behaviours observed in recent years. The review should include an assessment of the appropriateness of the TCDP’s governance structure for the future delivery of tobacco control in Wales. The evidence produced by the review will help to inform the approach taken by Welsh Government to direct future action in tobacco control.

The requirement will involve a combination of desk-based evidence synthesis and primary qualitative research, which will lead to recommendations in developing the Welsh Government’s future priorities in tobacco control policy.
