II.2.4) Description of the procurement

The All Wales Medical Genomics Service (AWMGS) diagnostic laboratory provides a comprehensive genetics service for the population of Wales, as well as offering specialist services which are accessed by clinicians worldwide. Cardiff and Vale University Health Board hosts AWMGS, which is currently based at the University Hospital of Wales (UHW), Cardiff.

The laboratory service intends to procure a single array platform that is suitable for both germline and acquired copy number analysis using DNA extracted from a variety of sample types including (but not limited to) blood, amniotic fluid, bone marrow and other tissue types. The solution proposed by the bidder should have evidence of utility for these different applications.

The scanning equipment currently owned by the AWMGS is reaching its end of life and there is no funding available for capital investment. Therefore, in addition to the supply of reagents and any other equipment required to process the solution, the option of a loan scanner is essential for the term of the contract via reagent rental agreement.

AWMGS are looking for bidders to provide the following;-

- Software provided at no additional cost for the duration of the contract.

- Scanner on loan for duration of the contract.

- The scanner will remain the property of the awarded bidder and at the expiry of the contract, the provider will remove the equipment.

- All maintenance and support will be provided by the awarded bidder free of charge throughout the contract duration.

- Should the supplier need to remove the equipment from time to time for maintenance or other reasons, where this occurs equipment of an identical specification will be provided.

Unsuccessful tenderers and applicants are entitled to receive reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the tenderer/applicant was unsuccessful.
