Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The Council have awarded a contract to NappiCycle Ltd (Natural UK) based in Ammanford, Carmarthenshire as competition is absent for technical reasons. NappiCycle Ltd is the only company that can deliver a treatment and recycling service for Absorbent Hygiene Products, with the required recycling recovery rate of greater than 30%. Through market research undertaken by an all Wales procurement project, another facility/company cannot be identified who can undertake this service to the required specifications.
