II.2.4) Description of the procurement

Cardiff Council "the Authority" currently has the following frameworks providing domestic building maintenance services and disabled adaptations:

Domestic Building Maintenance

This framework is divided into 3 Lots / Districts. The scope of works for each Lot is identical and includes responsive repairs, vacant repairs and planned works.

Disabled Adaptations

This framework is divided into 3 Lots:

- Lot 1 – General Building Adaptations

- Lot 2 – Stair-Lifts / Vertical Lifts

- Lot3 – Preventative Services

Both of the existing Frameworks are due to expire next year and the Authority is currently in the process of scoping this requirement to determine how best to deliver the future provision.

There is a large internal workforce that delivers approximately 85% of the responsive repairs to the domestic stock. There is also a separate internal workforce that delivers a small proportion of the vacant repairs. It is the intention that this continues.

At this stage the Authority has not formed a definite view on how to deliver the future provision for its domestic property portfolio, but is considering that the future provision would be best met with the following approach.

- Framework 1 – Repairs & Maintenance to Vacant Properties with an approximate annual value of 2.9M GBP.

- Framework 2 – Responsive Repairs & Maintenance to Domestic Properties (including compliance works) with an approximate annual value of 2M GBP.

- Framework 3 – Minor Planned Works to Domestic Properties with an approximate annual value of 5.9M GBP.

(In addition to this it is proposed that a number of arrangements for specialist works / major planned works will be procured outside of this arrangement).

- Framework 4 – Disabled Adaptations with an approximate annual value of 5.5M GBP.

However as these are frameworks there is no guarantee of these values / volumes of work as circumstances change and the frameworks are used to call off as required.

Any potential solution must be capable of delivering the following desired outcomes:

- To deliver a high quality service that focuses on the customer.

- To deliver a Building Maintenance Service that works alongside the in-house workforce to improve and maintain flexibility of provision and provide 24/7/365 services.

- To deliver value for money.

- To reduce costs for the Council and suppliers alike, through electronic ordering, confirmation and payment processes.

- To maintain the improvement in the quality of management and performance information.

- To improve our demand management for Building Maintenance Services.

- To take a partnership working approach to delivering and improving services.

- To support the Council’s Sustainable Development Agenda by maximising tender opportunities to local providers, as well as opportunities to provide training and skill development to the local workforce.

- To support the Council’s commitment to Social Responsibility.

The Council intends to hold a supplier event via Microsoft Teams to discuss the potential structure of the future procurement; and to this end the Authority would welcome potential interested parties to register their likely interest in this matter.

Details of the forum are yet to be finalised, so further communication will be issued to those who have registered an interest with details of the day. Please note the Authority will not meet the costs incurred by attendees in attending such an event.

Attendance to the Forum shall be by confirmation only. Therefore should you wish for your company to be represented at this event you must register by expressing your interest on the Proactis Portal at the following link https://supplierlive.proactisp2p.com/account/login.

Attendance will be restricted to one representative for each organisation, and you are required to submit a dialogue through the portal confirming the details of the representative who will be attending the event on behalf of your organisation. Please note that it is important you register your interest on the Proactis Portal as further communication of the Supplier Forum will be issued through the portal as a dialogue. Also please not that any questions or comments in relation to the opportunity are to be submitted through the Proactis Portal.

Please note that expressions of interest need to be registered no later than Wednesday 6th January 2021.

Participating in this market sounding exercise will not guarantee short-listing for any future arrangements advertised as part of any procurement exercises for future requirements within scope of this Forum, and the Authority reserves the right not to proceed with any procurement process. The Authority will not meet any costs incurred by any party in responding to this notice or attending the Forum.
