The service will provide both accommodation-based and floating support for people with substance misuse needs relating to drugs and / or alcohol, with dedicated provision for people who have criminal offending behaviours in addition to substance misuse issues.

II.2.4) Description of the procurement
Wrexham County Borough Council invites tenders, for the provision of a Supported Accommodation plus Floating Support service for People with Criminal Offending Behaviour and/or Substance Misuse Needs. The service will provide both accommodation-based and floating support for people with substance misuse needs relating to drugs and / or alcohol, with dedicated provision for people who have criminal offending behaviours in addition to substance misuse issues.
The service will enable people to gain or maintain the skills needed to sustain their accommodation by empowering people to take control of their finances, understand their obligations as householders and improve their life skills thereby reducing the likelihood of experiencing homelessness. Support will be housing-related and service user led, with people empowered to take as much control of their lives and decision-making as possible.
The service will dedicate a proportion of both Supported Accommodation and Floating Support provision to people who have a significant substance misuse issue and who have a history of offending or are at risk of offending.
The service will provide support to a minimum of 60 people at any one time and provide a minimum of 252 support hours per week. Tenderers must be able to provide a minimum of 18 self-contained units for the Supported Accommodation aspect of this contract. All accommodation must be located within Wrexham County Borough.
Tenderers should note that the maximum yearly budget available for this service is 223,124 GBP. Any submissions where the cost per annum is over 223,124 GBP will not be considered for contract award.
Even though the available budget for this service is limited, the cost element has been allocated a weighting of 30% to encourage Tenderers to submit a competitive pricing proposal.
