Minimum standards and qualification required

Menter Môn proposes to appoint a suitably qualified individual or organisation to provide an ongoing independent evaluation of the Môn a Menai Project. The evaluation aims to: -
• Provide a documented record of the delivery of the Môn a Menai Project
• Assist (where appropriate) with development of the Project’s monitoring and evaluation systems, including systems employed by the community projects supported
• Examine the effectiveness of the management of the Project, including assessment of internal Menter Môn processes and systems including staffing structures and their impacts on delivery of the Project
• Assess the extent to which the Project has met:
- Its own stated aims, objectives, outputs (referred to by Welsh Government as Indicators) and outcomes
- Welsh Government ENRaW funding aims and objectives
- Provisions within Welsh Government national priorities including the Wellbeing of Future Generations Act 2015, Prosperity for All, Natural Resources Policy and other relevant issue-specific plans as listed in section 2.3
- Local area plans including Wellbeing Assessment Area plans for Anglesey and Gwynedd, local government plans including the Isle of Anglesey County Council and Gwynedd Council plans and Natural Resources Wales Area Statements
• Assist the six community projects in understanding and measuring the impact of their activities
• Assess the ENVIRONMENTAL impact of the Project; in terms of area of green space improved, and biodiversity outcomes in terms of habitat created. In addition consideration of the beneficial impacts of the length or area of public access improved
• Assess the SOCIAL impact of the Project; in relation to community networks established / developed, stakeholders engaged, volunteers supported/developed and beneficiaries trained. Also consider the wider social impact of improvements on the wider community.
• Assess the ECONOMIC impact of the Project; in terms of environmental services supported, training and development of volunteers and young people, and wider community benefits in relation to networks created and broader community development
• Specifically consider the impact of the Project’s activities on young people participating in the Kickstart scheme
The structure of the evaluation needs to be in a user friendly easy-to-digest format. It will need to include an Executive Summary, and the use of high-quality imagery and infographics is encouraged. Some imagery will be available to use from Menter Môn resources. The Evaluation document will need to be supplied as a digital copy in PDF format. The document will need to be bilingual, and Menter Môn will arrange for a translation to be provided to the contractor for submission in a finished format alongside the English version.
