Abstract

To provide services to Black and Minority Ethnic people in Cardiff & the Vale of Glamorgan who are affected by Mental Health problems. To provide information and advice, befriending, advocacy and confidential support for individuals, family members and information and awareness raising for carers. • To work with a range of communities who are among the most vulnerable, stigmatised and socially excluded groups in society • To support the BME Community who have complex needs (some of whom have been dispersed to Cardiff and the Vale of Glamorgan as asylum seekers and refugees) • To provide a supporting role to the BME population with mental health issues • To improve understanding and raise awareness of issues facing people from the Black and Minority Ethnic communities with mental health issues. • To reduce stigma and discrimination. • To address race inequality and implement measurable improvements to ensure better mental health outcomes from the BME community • The service will engage people through digital platforms via teams, zoom and offer telephone support, where face to face meetings cannot be provided because of COVID - 19 pandemic • The service will deliver a range of educational, informative online engagement activities for BME service users and their carers who are vulnerable and isolated due to COVID 19 pandemic

Total quantity or scope of tender

The population of Cardiff is growing rapidly at nearly 1% per year, or around 36,000 people over the next 10 years. While overall numbers in the Vale are relatively static, the total population of Cardiff and Vale was expected to exceed 500,000 for the first time in 2020.

The average age of people in both Cardiff and the Vale is increasing steadily, with a projected increase in people aged 85 and over in the Vale of 15% over the next 5 years and nearly 40% over 10 years.

The Cardiff and Vale University Health Board UHB currently deliver primary, community, inpatient and tertiary mental health services out of five hospital sites and twelve community bases through over 64 integrated teams. The range of services includes core mental health services such as adult and older people’s community mental health multi-disciplinary teams and aligned inpatient beds but also support, specialist and tertiary services.

1. The Contracting Authority reserves the right to award the contract in whole, in part or annul the tendering process and not award

contract.

2. Bidders should note that they will be required to enter into terms and conditions of contract as set out in the ITT and that save for matters

of clarification or consistency the Contracting Authority will not negotiate the terms.

3. The Contracting Authority will not accept completed ITT's after the stated closing date.

4. All documents to be priced (where applicable) in sterling and all payments made in sterling.

5. All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders.
