Abstract

Many people with mental health problems find it difficult, or even impossible to cope with complicated money, debt and benefits issues which sometimes demand interviews or physical examinations as well as a great deal of form filling. Mental health problems can cause severe debt, and severe debt can cause mental health problems. There are many different types of welfare benefits, and entitlement to them should depend on different factors such as income, capital, national insurance contributions and overall household circumstances, the service should aim to deliver welfare advice service to meet the needs of vulnerable adults with Mental Health problems. The aim of this service is to maximises’ income of vulnerable adults, (many working and on low incomes), reduce or eliminate Debt to ensure financial well-being and support the maintenance of health and well-being. Many adults, particularly those with mental health problems or in changing financial circumstances are not accessing their full entitlements, and this has a direct effect on everyday well-being. The key components of this service specification are to deliver services to a vulnerable client group by: • Reducing ‘access’ barriers and providing early intervention, to ensure that financial issues do not develop into debt, and as a consequence, potential homelessness. • Collaborative partnership working to enable targeted access • To ensure income maximisation, through welfare benefit and debt advice, enabling access to a basic income.
