PRIOR INFORMATION NOTICE - HOLYHEAD LEVELLING UP FUND WORKS DURATION OF WORKS - JANUARY 2023 TO MARCH 2025 1. PURPOSE OF NOTIFICATION The Isle of Anglesey Country Council, working in partnership with a range of local delivery partners, would like to identify businesses and organisations in the market with the appropriate/relevant expertise, resources, experience and interest in tendering formally to deliver parts of a potential £22.5 million package of UK Government Levelling Up Fund capital projects in the town of Holyhead. 2. CONTEXT AND DETAILS OF THE WORK REQUIRED The IACC, with the partners identified below, has submitted a £22.5 million bid for Levelling Up Funding to UK Government, the outcome of which is imminent. The theme of the bid is “A culture and heritage driven transformation.” Principal partners and components of the bid include: • The Ucheldre Arts Centre - a substantial extension to provide better facilities and greater capacity to enable this key cultural institution to grow its programme and reach more people. • The Church in Wales - St Cybi’s Church, the Grade 1 listed star of Holyhead’s heritage assets, will expand into a community hub, helping local people and bringing more activity into the heart of the town. • Holyhead Town Council – (1) A substantial extension to the Empire Play Centre, the town’s main indoor attraction, to cater for increasingly higher demand; (2) Newry Beach Frontages - improved facilities for locals and visitors alike, to access and enjoy the town’s seafront. • Môn CF – Vacant Property Programme - Môn CF will buy some of the largest and most prominent vacant properties and create vibrant new community uses. • Isle of Anglesey County Council – (1) Townscape Transformation, extending a highly successful programme of refurbishing dilapidated town centre heritage properties - reversing the decline of the town centre (2) Roman Fort and Swift Square - the public realm around St Cybi’s will be transformed with upgraded visitor facilities including a viewing platform; (3) Breakwater Heritage Visitor Centre - improved routes and improvements to public realm from the Country Park on the edge of Holyhead will allow more people to learn about the heritage of Holyhead, Holy Island and Ynys Môn. SERVICES REQUIRED It is likely that the delivery partners for the Holyhead LUF works will require, between January 2023 and 31st March 2025, all the usual project planning, project management and construction services required in the delivery of large, complex capital projects to include, for example, (but not exclusively), planning, architecture, engineering, cost management, project management and construction services. 4. TIMESCALES A funding announcement is anticipated before the end of December 2022. If successful, the proposed works will need to be implemented and completed by the 31st March 2025. Should the Holyhead LUF bid be successful, the partners involved intend to hold an ‘Information Day’ in Holyhead Market Hall during January 2023 during which each partner will provide an overview of their elements of the package and the specific professional and construction services they are likely to be seeking to implement and deliver their component of the bid. 5.
