Background

This Prior Information Notice (PIN) is to signal an intention to engage with the market.

Wrexham council are seeking proposals from suitably qualified suppliers for the provision of a fully hosted, browser based, PCI DSS compliant payments and back office system including cash receipting, distribution and bank reconciliation, compatible with Microsoft Edge and able to interoperate with other IT systems working fully in accordance with applicable regulations, maintained as required by the supplier.

The proposals submitted will be considered for market engagement purposes only and provide Wrexham County Borough Council with relevant information to enable an analysis of appropriate options available. This will be used to inform any future procurement process relating to this function.

The supplier must include and be able to provide a system which is able to meet the following essential minimum requirements.

Specification

Payments must include:

• Multiple payment options and channels. Minimum requirement to support cash and cheque processing and banking, major credit and debit cards, PayPal, with progression available for Apple Pay, Google Pay and Open Banking

• Welsh language and WCAG compliant public facing payment portal with ability to integrate seamlessly with a variety of third party applications

• WCAG complaint staff platform with pre-approved integrations to various telephony providers and PCI approved mid call solution as standard

• Welsh language compliant Automated Telephone Payment line facilitating a number of council payments available 24/7

Distribution requirements:

• Flexible system build to allow for various import and export styles in multiple formats i.e. .csv and .txt to allow multiple interfaces with internal and external applications

• Automated scheduler tailorable to suit

Bank reconciliation:

• Fully integrated with the flexibility to allow for a range of different import and export formats

• Customisable reporting tool

• Bulk automatic reconciliation with the ability to enter manual adjustments.

Other functionality:

• General system maintenance to manage set up and configuration of system, users, templates, account types, payment methods

• Innovative reporting functionality tailorable to deliver various system reports

• E-returns tailorable to suit

Responses

Wrexham CBC is not bound to accept any proposals submitted by suppliers and is not liable for any costs incurred as a result of suppliers engaging with this process. This early market engagement exercise does not guarantee that a procurement will take place and Wrexham CBC reserves the right to defer from any procurement entirely.
