Abstract

Career Choices Dewis Gyrfa Ltd (CCDG) is a wholly owned subsidiary of the Welsh Government trading as Gyrfa Cymru Careers Wales, we are contracted to provide an all age, independent and impartial careers information, advice and guidance service for Wales. We support the Welsh Government’s strategic objectives as identified in the Programme for Government and related Welsh Government policies. Part of our remit is to support the delivery of Careers and Work-Related Experiences (CWRE) in primary, secondary and special school settings, as part of the Curriculum for Wales. Careers Wales is responsible for the delivery of the Welsh Government supported “Big Ideas Wales” project in education settings across Wales, which is intended to promote enterprise and entrepreneurship to learners. Further details of the Big Ideas Wales project can be accessed via the Big Ideas Wales websiteTenders may be submitted in Welsh or English. In all aspects of this procurement process, tenders submitted in Welsh will be given equal consideration to those submitted in English. Careers Wales is looking to create a digital experience, aimed at Key Stage 2 learners (7-11 years) to educate and engage learners about enterprise and entrepreneurship through the Minecraft platform. We expect the final product to offer gamified learning activities to promote and inspire entrepreneurial thinking with a specific Welsh element. We are tendering to appoint an external Minecraft builder to work with Careers Wales and key stakeholders on the development of this product. The indicative value of this tender will be £115,000. The contract value will cover the initial build plus a three-year maintenance agreement (to cover bug fixes and/or issues related to platform upgrades). The contract will also include future development work within the three-year period following the delivery of the product, should funds become available.

Key Requirements

Platform: The core project must be available on Minecraft Education and be made available to all schools in Wales through the Hwb platform

Training/resources: Training materials and guides should be provided for teachers

Engagement: Young people and other stakeholders (e.g. teachers, Welsh Government officials etc.) must be involved in the development of the platform at the appropriate stages

Scalability: The product must be designed to be future proof and scaleable to allow opportunities for expansion and additional features based on future developments within the Minecraft platform

Technical: The product should have no impact on the Careers Wales technical architecture

Server: Any additional costs e.g. servers must be noted in the tender response.

Bilingual: The product must be available in Welsh and English.

Brand: There will be visual brands incorporated into the build to inform users that this is a Careers Wales product, as part of the Big Ideas Wales project

Promotion/media: We require a set of media assets (e.g. video flythroughs, screenshots) to facilitate our promotion of the game

Timescales: As an indicative timescale, we would expect the product to be completed within six months of project inception.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Tender Submission

Please submit your proposal by answering the following:

Section 1: Pricing 30%

The scoring will be based on a single price which includes the following elements:

• Creation of a Minecraft Education World to educate and engage learners about enterprise and entrepreneurship through the Minecraft platform, to include engagement with young people and other stakeholders

• Training materials and guides for teachers

• Costs for creating bespoke media assets

• A fixed-price three-year maintenance package

Section 2: Quality 70%

There is no requirement to add any additional information other than the answers to the section headers below.

1.Relevant experience of working on similar projects – 30%

Please provide 3 examples of where you have worked on Minecraft Education projects that engaged learners, including the learning objectives for each project and how these were achieved – max 400 words per project - 10% awarded for each project.

2. Project Delivery – 10%

Please provide a high-level project plan, showing how you would engage with Careers Walers to deliver the product within the expected timescale - max 300 word

3. Collaboration -10%

Please provide an example of how you have developed a Minecraft product via collaboration with multiple stakeholders

4. Personnel – 10%

Please provide details of personnel assigned to the project, including relevant qualifications and experience of working on Minecraft developments – max 300 words

5.Environment – 5%

What are some of the best practices or initiatives that you have implemented or plan to implement to promote sustainability in your operations?

6.Ethical Employment 5%

Please describe how you will commit to fair working practices for workers, including sub-contractors engaged in the delivery of this contract, and how you ensure that any contractors or employees have the right to work in the UK

Scoring

The contract will be awarded based on the following scoring methodology:

Section A: Price 30%

Price will be scored using the “lowest Price Benchmark Method”. With the lowest price receiving the highest score and the others scored proportionally.

The formula is:

Price = (Lowest Tender Price / Tenderer’s Price) X Maximum Price Point

e.g. Maximum Price Point = 30

Lowest Tender Price - £100,000

Second Tender Price - £120,000

Lowest Tender Price would receive 30 marks

Second Tender Price would receive (£100,000/£120,000) X 30 = 25 marks

Section B: Quality 70%

The following marks are allocated to each section:

•Experience - 30%

• Project Delivery - 10%

• Collaboration – 10%

• Personnel – 10%

•Environment - 5%

•Ethical Employment - 5%

The scoring methodology

Level Score Description

Excellent 100 An excellent comprehensive response that meets the requirements. Indicates an excellent response with detailed supporting evidence and no weaknesses resulting in a high level of confidence.

Good 75 A good response that meets the requirements with good supporting evidence. Demonstrates good understanding.

Met 50 Meets the requirements - the response generally meets the requirements, but lacks sufficient detail to warrant a higher mark.

Poor 25 A poor response with reservations. The response lacks convincing detail with risk that the proposal will not be successful in meeting all the requirements.

Failed 0 Failed to provide confidence that the proposal will meet the requirements. An unacceptable response with serious reservations.

The tender will be awarded to the company achieving the highest score out of a maximum 100%.
