Scope of Works for tender for strip-down for ten year boiler inspection and preparation for live steam boiler test of Penydarren locomotive, and associated work

1. Strip down the boiler of the locomotive to the satisfaction of the Museum’s pressure vessel insurer’s inspector for its ten-yearly inspection.

1.1 The cost of any work or repairs not listed in this scope of work and required by the Museum’s pressure vessel insurer’s inspector to enable the locomotive to pass its ten-yearly inspection will be an additional cost item to the present scope of works.

1.2 In 2012 the Museum engaged a specialist contractor to sample and report upon all visible gaskets and similar materials for asbestos. The sole asbestos-bearing gasket that was found was removed by appropriately qualified staff and as far as the Museum is aware the locomotive is asbestos-free. The asbestos sampling contractor’s report can be made available to the company submitting the appointed contractor on request. However, should any asbestos containing materials be discovered, then the cost of removal and disposal of any asbestos bearing materials will be an additional cost item to the present scope of works. Details of any asbestos bearing materials found, and copies of all documentation pertaining to their removal and disposal is to be copied to the Museum.

1.3 Re-set steam safety blow-off valve to 2.3 bar.

1.4 All work on the locomotive is to take place at an appropriate and secure location.

1.4 The contractor is responsible for removing the locomotive from the Museum gallery and transporting it to his premises.

1.5 All work is to conform to current lifting, craneage and movement and transport regulations.

1.6 If the locomotive is moved during inclement weather, it is to be securely sheeted over to prevent water entering the boiler insulation.

1.7 The contractor assumes all liabilities during and resulting from moving and transporting the locomotive.

1.8 The contractor assumes all liabilities during the time that the locomotive is in his possession or on his premises.

2. Reassemble the locomotive to full running and steaming condition and to enable it to pass the Museum’s pressure vessel insurer’s inspector’s annual live-steam inspection and test; the inspection and test to take place at the contractor’s premises.

2.1 The cost of any work or repairs not listed in this scope of work and required by the Museum’s pressure vessel insurer’s inspector to enable the locomotive to pass its live-steam inspection and test will be an additional cost item to the present scope of works.

2.2 Reassembly is to include replacement of the boiler manhole gasket and the gasket located between the boiler shell and the tube-plate, as well as any other gaskets that require replacing. All gaskets that are replaced are to be asbestos-free. The contractor will communicate in writing to the Museum details of the materials from which the gaskets are made, including the name of the company that manufactured the gasket sheeting.

2.3 As part of the reassembly of the locomotive, the contractor is to manufacture a cast iron or steel component to act analogous to a fire-bridge in the fire-tube as the present component is distorted. The contractor is to carry out such alterations to the fire-tube as are necessary to secure the component during steaming and running of the locomotive, but to enable it to be easily removed during cleaning and inspection of the fire-tube.

2.4 A member of Museum staff will be available to assist with steam raising for the live-steam annual inspection and test; the contractor will supply fuel for steam raising during the inspection and test.

2.5 Reassembly of the locomotive is to include painting to match the current colour and finish any new components and any portions the painted surface of which sustains damage. The contractor assumes all liabilities during the time that the locomotive is in his possession or on his premises.

3. Carry out magnetic particle (MPI) non-destructive testing of axles and flywheel crankshaft.

3.1 Carry out magnetic particle (MPI) non-destructive testing of journal regions of (1) axles and (2) flywheel crankshaft to search for cracks, as recommended in report by Institute of Railway Research, University of Huddersfield, 2013 (copies of this report will be made available on request).

3.2 The contractor will communicate in writing to the Museum full details of the results of non-destructive testing, including the name of the company that carried out the testing.

4. Return the locomotive from the contractor’s premises to the Museum gallery.

4.1 All work is to conform to current lifting, craneage and movement and transport regulations.
