Abstract

The overall aim of this contract is for an organisation, with demonstrable knowledge of racism or has expertise in advocating and supporting Black, Asian and Minority ethnic people, to administer a multi-year grant scheme for grassroot groups and organisations, working to a specified timeline. The successful organisation will administer grants to grassroots groups and organisations on behalf of Welsh Government for financial years 23/24 and 24/25 with grant projects ending December 2024. The Client wishes to appoint a distributive body to administer the Culture Grant Scheme for Grassroot Organisations on behalf of the Welsh Government. The proposed contract value should reflect the service of awarding approximately 10-15 grants for financial year 2023/23 and up to 10-15 grants for financial year 2024/25, if the funding allocation has not been fully committed to multi-year projects in year 1. The contract cost will be separate from the grant amount that the Client will provide to award the grants. The total amount of grant funding which would need to be distributed for financial years 2023/24 and 2024/25 comprises of both revenue and capital funding of between £550,000 – £647,000 (approx). The total amount available is subject to budget confirmation. The Bidder will have expertise in administering small-scale, community focused grant schemes or have knowledge of working in a consortium with organisations to administer grants. Bidders will be able to demonstrate proven expertise in engaging with Black, Asian and Minority Ethnic people and organisations, including evidence of their capability in reaching out to seldom heard groups within the ethnic minority communities. The bidders will also be able to demonstrate they have an understanding and an appreciation of the nuanced cultural differences that exist within ethnic groups and the importance of intersectionality in enabling equity of access to services amongst ethnic minority groups.
