Abstract

Newport City Council is seeking the provision of advisory services in relation to the City Council’s borrowing and investment activities and other treasury management functions such as financial market information and intelligent analysis. The Contract will be for a period of 7 years, with possible annual extension for a further 2 years on the basis of satisfactory performance. This advert should be read in conjunction to the Invitation to Tender document available through etenderwales, ITT_101275. Services to include Borrowing, Investments, Interest Rate Forecasts and Market Information, Technical and Capital Finance Advice, Leasing Advisory Services and Documentation – TM Strategy, TMPs, Reports. The Council retains an investment balance of at least £10m to retain professional investment status under MiFiD II, and advisory services will need to be applicable to those levels of investment, to include for instance Advice on how to keep the Council’s funds secure and manage the risks associated with external investments. Throughout the contract, up-to-date advice (daily or live) is needed on: • counterparties that should be included or removed from the Council’s lending list • the limits for individual counterparties (amount and period of investment) • alternative investment options available • which financial instruments should be used • a toolkit to easily work out liability benchmark

2. Express an Interest in the Project

- Login to the portal with the username/password

- Click the “ITTs Open to All Suppliers” link. (These are Pre-Qualification Questionnaires open to any registered supplier)

- Click on the relevant ITT (ITT_101275) to access the content.

- Click the “Express Interest” button in the “Actions” box on the page.

- This will move the ITT into your “My ITT” page. (This is a secure area reserved for your projects only)

- Click on the ITT code to access the content

3. Responding to the tender

- You can now choose to “Create Response” or “Decline to Respond” (please give a reason if declining)

- You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification

- Note the deadline for completion, then follow the onscreen instructions to complete the ITT

- There may be a mixture of online & offline actions for you to perform (there is detailed online help available)
