Abstract
Energy Saving Trust provides a range of advice and support to customers in Wales. As part of these services, we are tendering for a bilingual welfare benefit entitlement check (BEC) provider to ensure customers referred by Energy Saving Trust are receiving the appropriate welfare benefits, and to advise on further entitlements if applicable. We expect the provider will be experienced in delivering welfare benefit advice to customers and anticipate referring approximately 130 to 150 customers to the BEC service per month, but this is subject to fluctuation depending on the number of customers contacting the advice service that meet the criteria for a BEC referral. Customers who will be referred to this service include those who.
• are not currently receiving welfare benefits
• have not had a benefit entitlement check for at least six (6) months
• have an income of below £18,000 per annum
• may have disabilities and/or health conditions.
To deliver these aims, we are tendering to procure the services of a BEC provider who is able to deliver advice in both English and Welsh. The awardee may be based in Wales, or in the wider United Kingdom and operating in Wales.

Total quantity or scope of tender
We anticipate referring approximately 130 to 150 customers to the BEC service per month, but this is subject to fluctuation depending on the number of customers contacting the advice service that meet the criteria for a BEC referral. The maximum budget available for this project is in the range of £60,000 to £100,000 over a possible four-year period. The maximum available in the first year is £15,000 – £25,000. It should be noted that no minimum value of work is guaranteed.
