Abstract

Sport Wales are looking to build on previous work undertaken regarding the future provision of the Sport Wales National Centre (SWNC) at Sophia Gardens, Cardiff. We require an independent review of the possible options to enable the Sport Wales Board (and subgroup) to identify the way forward. This includes a 3-stage process: 1. Updated Strategic Outline Case - SOC (previously completed February 2020) 2. Outline Business Case - OBC 3. Full Business Case – FBC This tender requires the bidder to provide each of the 3 stages as an overall package with stage 1 (SOC) to be completed directly following the award. Stages 2 and 3 will only be implemented following Sport Wales agreement to proceed to the next stage. The Board subgroup had considered a range of future options for SWNC and originally agreed with 4 options: 1. New Build (New location) 2. New Build (current location) 3. Major refurbishment 4. Minimal refurbishment (condition survey) This is in light of a changing sector, Welsh Government policies, new ways of working and Sport Wales strategic intents published during 2019, Sport Wales now requires a wider view of what is delivered and what the future delivery needs to be. This would also include the future needs of the competitive landscape across Wales plus potential learning from international partners, thus informing stage 1 (SOC).
