Abstract

The aim of this research is to synthesise best practice of both documents to create a revised version that would help inform planning, monitoring and evaluation of integration projects in Wales. The Welsh Government wishes to commission a contractor to produce an Indicators of Integration Framework applicable to Wales, to be used as an accessible resource for integration practitioners at all levels, offering a common language for understanding, planning, monitoring and measuring integration of forced migrants to Wales, supporting better and more tailored integration services in Wales, and informing the design, delivery and monitoring/evaluation of integration projects in Wales. Specifically this work will: • Create an Indicators of Integration synthesised document for Wales to assist organisations to improve integration in Wales. The document should take into account the context within Wales, including the Well-being of Future Generations Act, and the powers of the national and local government in Wales. • Develop a set of outcome indicators and indicators of good practice at local and national level that can be used to monitor/evaluate forced migrant integration in Wales; • Identify what existing datasets and measurement tools in operation locally, nationally and internationally can be used to monitor/evaluate forced migrant integration in Wales and provide recommendations in relation to the development of new datasets and measurement tools where required. To include an assessment of practical and resource constraints associated with data collection and handling; • Provide recommendations for how Integration Indicators developed through this work can be made accessible and user-friendly for public authorities, third sector bodies and others to ensure measurement of integration becomes embedded practice in Wales. Description of the goods or services required

Total quantity or scope of tender

Sound subject knowledge will be required to address the aims/objectives outlined in this specification. It is expected that the successful contractor will possess demonstrable expertise in understanding the factors affecting the integration of forced migrants, as well as understanding the social, economic, environmental and cultural well-being of Wales. In addition it will be necessary for the successful contractor to have a full understanding of the UK Indicators of Integration Framework and the Wellbeing of Future Generations Act National Indicators, and to be able to synthesise applicable indicators from both.

The successful contractor must also possess the skills required to conduct interviews to collect the necessary information, and analyse, synthesise and report on a range of findings. The methodology will be agreed in detail during the inception stage of the project based on outline proposals submitted by the successful bidder. There will also be opportunities for the Client to review the methodology through ongoing contract monitoring meetings.

The following paragraphs provide an indication of the methodological approach anticipated for this work but contractors are advised to provide their own proposals in their tender.

It is expected that this work will consist of interviews with stakeholders to gain a wide range of viewpoints. Groups of interest would include:

- key partners and organisations representing / supporting forced migrants in Wales, including the Welsh Refugee Coalition and Wales Strategic Migration Partnership;

- individuals and organisations with responsibility for enabling forced migrant integration into communities across Wales;

- forced migrants with experience integrating in Wales, including those subject to varying immigration statuses, and those facing particular vulnerabilities, such as forced migrants that are children, LGBTQ+ and/or disabled;

- community members and service providers across Wales;

- organisations that have applied the UK Indicators of Integration Framework and the Wellbeing of Future Generations Act in practice.

An appropriate sample would need to be collected ensuring there is balance and representation across the whole of Wales. Bidders are expected to justify the methods and modes of data collection (e.g. face to face; telephone or online data collection methods) they recommend in their proposal, as well as their sampling and recruitment strategies. This will form part of the evaluation criteria.

Together with primary data collection, desk based reviews of existing relevant frameworks and datasets should be undertaken.
