Newport City Council invites tenders to refresh and update the approved list of providers for Day Services, Independent Living and Community Opportunities for both adults and children & young people that was established in 2018.
Providers can bid to supply either Day Services or Independent Living and Community Opportunities, or both.

II.2.4) Description of the procurement
Providers who are interested in applying to be appointed to the approved list either for Day Services or Independent Living and Community Opportunities or both must be able to provide them as follows:
- Day Services
The service can be provided within a building-based centre with a range of activities being available to users such as music, sports, cookery, etc.
The Day Service must meet the requirements as set out in the Disability Discrimination Act 2005.
- Independent Living and Community Opportunities through:
a) Face to face contact
b) Visits/meetings throughout community venues across the City
c) Social networks/events/activities
d) Outreach services/groups
e) Support groups
f) One to one or group befriending
g) Learning and skills development
h) Short Breaks for Adults and Children
All appointed providers must be able to develop volunteering within the services.
The approved provider list will operate with the same principles of a DPS and will remain open for new entrants in the market to Newport to be able to be appointed to it if they meet the criteria within. The call off procedure for the approved list is detailed within the tender documents.
The approved provider list will continue for an unspecified period of time in line with the Public Contract Regulations 2015 (subject to termination in accordance with the Standards terms).

VI.3) Additional information
A supplier event will be held via Teams on Thursday 3rd February 2022. There will be 2 sessions, at 1.00 pm and 2.00 pm respectively. As the Council needs to ensure that attendees are evenly distributed over the 2 events, please can you make sure that attendees are available for both so the Council can allocate accordingly. Organisations who wish to attend must email procurement@newport.gov.uk, providing the email addresses of those who are attending so a Teams appointment can be forwarded.
1. Register your company on the etenderwales portal (this is only required once)

2. Express an Interest in the Project
- Login to the portal with the username/password
- Click the “PQQs Open to All Suppliers” link. (These are Pre-Qualification Questionnaires open to any registered supplier)
- Click on the relevant PQQ (pqq_33211) to access the content which will be available on Friday 21st January 2022.
- Click the “Express Interest” button in the “Actions” box on the page.
- This will move the PQQ into your “My PQQs” page. (This is a secure area reserved for your projects only)
- Click on the PQQ code to access the content
3. Responding to the tender
- You can now choose to “Create Response” or “Decline to Respond” (please give a reason if declining)
- You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification
- Note the deadline for completion, then follow the onscreen instructions to complete the PQQ.
