Abstract

The covid-19 pandemic resulted in changes to volunteering and identified the need to improve ways of working, linking between sectors and not working in parallel. The evaluation will look into whether the Volunteering Wales Strategic Grant Scheme 2021/22 has met its objectives of helping to create impactful and sustainable improvements in volunteering infrastructures and to make recommendations on how any future strategic funds might be invested. Scope and responsibilities A report produced of the overall analysis of the identified grant funded activities What activities the funding was spent on and the impact the funding had on volunteers and the communities they serve. How the impact of projects was captured, with recommendations for how this might be strengthened A review of how the sharing of insight and learnings took place between grant recipients; what happened and could it be improved? Recommendations for how learning from this experience could be implemented in any future grant scheme, and how the objectives of any future grant scheme might be changed to strengthen the approach? Is there ongoing impact of the activities carried out, are the infrastructures sustainable? Detailed requirements Outcomes: The completed evaluation report should provide insight into the effectiveness of the initiatives funded, the purpose and aims of the grant scheme, and recommendations for where this approach can be improved. Outputs – 2 interim reports demonstrating initial findings and progress towards final completed report. A completed report, including recommendations that can be used by Welsh Government and WCVA to inform the design of future grant rounds. The final report will be made available in both English and Welsh. The cost for translation and quality assuring the translation should be included within the price schedule and the bid must set out how this requirement will be met. Successful suppliers will have a good understanding of the requirements of providing bilingual services and will either offer the in-house capability to deliver such a service or have in place a service level agreement with a sub-contractor to support its delivery of bilingual services. Suppliers should ensure that the Welsh language version is treated no less favourably than the English and is fully fit for purpose and ready for publication. The report must be proof-read before being sent to WCVA. This must include checking that the document is well laid-out, technically correct, grammatically correct and appropriate language used. A presentation of key findings to the Volunteering Wales Board and Volunteering Cross Sector Leadership Group.
