Abstract

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are seeking to award a contract for the Provision of Cardiff and Vale of Glamorgan Population Healthcare Demand Modelling. Cardiff and Vale UHB is a healthcare organisation serving the population of Cardiff and Vale of Glamorgan in South Wales, circa 500,000 people. It employs around 16,000 staff members. The mission of Cardiff and Vale UHB is: “Caring for People, Keeping People Well”, and our vision is that a person’s chance of leading a healthy life should be the same wherever they live and whoever they are. The mission and vision of the UHB are underpinned by a 10 year transformational strategy: Shaping Our Future Wellbeing. Borne out of this are: Shaping our Population Health, which outlines the key areas to transform prevention and address population health needs; and Shaping our Future Clinical Services, outlining the future for clinical services, and clinical pathway development for our population. The UHB is also currently scoping the services and capacity for a proposed new hospital site, UHW2. The Health Board is seeking the population modelling of healthcare demands at baseline and over the next 10 years, with 1 year intervals. This is in light of the development of Shaping our Future Clinical Services and UHW2. It needs to be based on health needs/prevalence from primary care cluster level, aggregated to local authority and Health Board levels. The modelled projections will need to account for demographic change such as births, deaths, migration and advances in technology/medicine. The Health Board has funding available for this financial year to complete the population healthcare modelled demand and therefore, any awarded bidder will be expected to undertake this work by the 31st March 2022. It should be noted that the work location is based in Woodland House, Maes-y-Coed Road, Cardiff. However, remote working is an acceptable form of working arrangement also. 1. The Contracting Authority reserves the right to award the contract in whole, in part or annul the tendering process and not award any contract.

2. Bidders should note that they will be required to enter into terms and conditions of contract as set out in the ITT and that save for matters of clarification or consistency the Contracting Authority will not negotiate the terms.

3. The Contracting Authority will not accept completed ITT's after the stated closing date.

4. All documents to be priced (where applicable) in sterling and all payments made in sterling.

5. All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders.
