Description of the goods or services required

Betsi Cadwaladr University Health Board (BCUHB) is inviting a tender from interested Providers to support the delivery of plain film radiographer reporting services.

BCUHB plain film report turnaround targets are:

• 1 working day for accident and emergency and in patients referrals

• 3 working days for GP referrals

• 10 working days for out patient referrals

Service Requirements

Underpinning the delivery of services is a requirement to:

• Provide safe, effective care and reduce the risk of harm for all patients.

• Deliver effective care systematically and consistently across the patient cohort.

The commissioned service will run as an integral part of the BCUHB plain film radiographer reporting service, utilising the same equipment, facilities and staffing resources as the internal delivered service.

The following section outlines the Service Requirements of BCUHB.

Service Description

• The service should operate over two-three days per week (schedule to be agreed).

• The service must be able to provide for reporting of both musculo skeletal, and chest/abdomen exams from In patient (IP), ED, OP (including rheumatology and orthopaedics) and GP referral sources.

• The service is of no fixed hours, but as and when operational requirements dictate.

• The service should provide approx. 130-150 MSK or approx 60-80 Chest/Abdomen examination reports per scheduled reporting day.

• The reporting workload will be allocated on a daily basis in accordance with the agreed scope of the individual reporters.

• The reporting radiographers would be part of the internal monthly peer review process.

• The radiographer reporters should be available to provide immediate reports/opinions in response to telephone/face to face queries relating to examinations within the commissioned scope of practice.

• The provider must be able to ensure continuity of service capacity in the event of unplanned absences.

• The service will routinely be delivered from Wrexham Maelor hospital, but may be delivered from either Bangor or Glan Clwyd by prior agreement.

The Health Board wishes to commission the Provider to supply:

• A small team of suitably qualified and experienced plain film radiographer reporters.

• A clear and robust governance procedure to assure reporting accuracy is maintained.

• A clear procedure to mitigate the risk of unplanned absence.

• A named “Team Lead” to act as a single point of contact for any queries or issues relating to the commissioned service.

All staff involved in service delivery must be able to evidence appropriate training, experience, and reporting accuracy to carry out image reporting. They must have current HCPC registration, professional indemnity insurance, appropriate Postgraduate qualification in image reporting and must be able to provide evidence of ongoing audit/peer review appropriate to the scope of practice commissioned.

The Health Board operates a single Fuji Synapse PACS, with integrated digital dictation/voice recognition provided by Clinical Workflow Manager (CWM), and an internally developed RIS. Training for these systems will be provided as part of the local induction procedures.
