II.1.4) Short description
Conwy County Borough Council is looking to procure a development partner for the phased development of a respite centre and a shop with café located at Bron Y Nant, Dinerth Road. Conwy is looking to engage in market consultation with developers, building contractors and Registered Social Landlords to discuss its proposals for the project with a view towards preparing an appropriate procurement strategy and informing the market of its procurement plans and requirements. II.2.4) Description of the procurement
Conwy County Borough Council ("Conwy") is looking to procure a development partner for the phased development of a respite centre ("Phase 1") and a shop and café located at Bron Y Nant, Dinerth Road ("Phase 2") (together the "Project").
As a crucial first step, Conwy is looking to engage in market consultation and share its proposals for the Project with developers, building contractors and Registered Social Landlords with a view towards deciding on the most efficient method of project delivery and procurement strategy.
The purpose of the market consultation will be to assist Conwy in gaining a more informed view on the likely Project costs and most advantageous legal structure. Conwy is currently considering the below two alternative delivery models:
1. Option A: Conwy procures a developer or building contractor to deliver the Project and enters into construction contracts for the construction of the Phase 1 and Phase 2 units on Conwy owned-land; or
2. Option B: Conwy procures a third party to enter into occupational long leases and development agreements for the phased development of the Phase 1 and Phase 2 units. The third party will be expected to build the development and provide ongoing facilities management services to the Project sites under the terms of the leases. However, Conwy will be open to negotiating a division of responsibilities for maintenance, decoration, cleaning and other related services.
Notwithstanding its proposed options, Conwy is open to considering additional alternative structures and creative variations to the above two options. Conwy's overriding object is to deliver the Project in the most cost-effective and advantageous manner and as such, Conwy is willing to consider all reasonable options that may be proposed as part of the market consultation.
Participants should be aware that as both the procurement strategy and the Project costs are yet to be ascertained, it is unclear at this stage whether the Project will be procured by means of a sub-threshold procurement or whether an above threshold procedure will be applied in accordance with the Public Contracts Regulations 2015.
Interested suppliers can book a time slot as part of preliminary market engagement to discuss the procurement with Conwy representatives.
