II.2.4) Description of the procurement
Covid19 is a serious illness and its consequences are life threatening. From the outset of the pandemic, NHS Wales sought rapid point of care (POCT) anti-body tests to assist NHS Wales in safeguarding its keyworkers. In this novel area NHS Wales evaluated several POCT tests within the Welsh laboratories with the awarded supplier’s test performing best in terms of sensitivity and specificity compared to the other tests offered. Due to the extreme urgency of the situation, as there was a global demand for the same product, and the pace at which Covid19 spread within Wales, it was necessary for NHS Wales Shared Services Partnership to make a Direct Award for the items covered by this Contract Award notice. This situation is provided for under Regulation 32 (2) (C) of the Public Contract Regulations 2015 (‘Direct Award due to reasons of extreme urgency’).

Explanation
