II.2.4) Description of the procurement
The provision of a temporary gym facility at Bangor University while the main indoor sports facility is being used as a temporary hospital during the Covid-19 pandemic. The local health board have recently confirmed (23 June 2020) that the hospital will be remaining in situ until 2021.
A 12 month lease that includes installation and removal of a facility is required. Key requirements are for a turn-key demountable structure that will service as a fitness gym facility for circa 12 months from approx. Sept 2020 to Sept 2021.
The temporary building needs to be available for occupation by September 15th 2020

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
Bangor University's current sport centre has been converted into a temporary hospital in response to the Covid-19 pandemic. Confirmation was received from the local health board on the 23rd June 2020 that the temporary hospital would need to remain in situ until at least March 2021. With students due back on campus in September 2020, there is now an urgent requirement to establish temporary sports facilities to meet their needs. The University tested the use of a framework agreement for modular buildings but suppliers on the framework were either unable to meet the deadlines involved or did not respond to the request for expressions of interest. Therefore, the University decided to directly approach a supplier who could meet the University's requirements. The extreme urgency of the procurement has been brought about by events unforeseeable by the contracting authority and the time limits for the open or restricted procedures (including the accelerated procedures) cannot be complied with. Therefore, this procurement is considered lawful under clause 32(2)(c) of the Public Contract Regulations 2015.
