Blaenau Gwent County Borough Council seeks to commission an accessibility specialist to undertake a fundamental review of the Education Accessibility Strategy (2017 – 2020) and associated action plan, including consultation with key stakeholders.

The Blaenau Gwent Education Accessibility Strategy, was last published in 2017, for the period 2017-20. Local authorities are required to prepare, implement review and update their Accessibility Strategy documents every three years.

The current Blaenau Gwent strategy was due for review and consultation in 2020. However, due to the pandemic both review and consultation processes were delayed. Since the initial review in 2019/20, there have been a number of strategic and other significant developments from a policy and legislative perspective, including the following: Additional Learning Needs Reform, the new Curriculum for Wales, changes to the operation of education and childcare settings in the wake of the COVID-19 Pandemic. Welsh Government are also currently in the process of reviewing the Learner Travel (Wales) Measure 2008, and the School Admissions Code (2013). In addition, there has been significant capital investment, and as a result, physical changes within education settings throughout Blaenau Gwent over the course of the last 5 years.

The client requires a formal review to be undertaken by a specialist with expertise in accessibility and equalities. Whilst this assessment is being commissioned by BGCBC the assessor should approach this instruction independently and impartially.
