Abstract

DCB 0129 and DCB 0160 are two standards issued by NHS Digital. They require manufacturers of health IT systems and healthcare organisations to carry out a particular type of risk assessment on the product. This process determines whether the product is acceptably safe to go live. See Clinical risk management standards - NHS Digital pages. The risk management work must be undertaken by a registered clinician. The Trust’s ePCR supplier has already provided a Clinical Safety Case and Hazard Log in compliance with DCB 0129. DCB 0160 is a UK risk management standard to which healthcare organisations implementing IT systems must comply. As the Trust now begins to develop and customise the ePCR product, we are looking to appoint a specialist partner organisation to create a Clinical Safety Case and Hazard Log in compliance with DCB 0160, for our national electronic Patient Clinical Records (ePCR) Solution. The Trust is in the process of implementing a bespoke version of the TerraPACE ePCR solution with interfaces into several other systems including Welsh Demographics Service (WDS), Welsh Care Records System (WCRS), Welsh Clinical Portal (WCP) and Welsh GP Records System (WGPRS). The solution also has links into other Trust applications such as JRCALC+ and DocWorks Scribe2. The ePCR solution is in use by our Emergency Medical Service workforce with further plans for deployment for use by our volunteer Community First Responders.

The solution has a portal for administration of the system internally which is also used to provide digital handover of patient records to partner organisations. The hospital portal is utilised by all the Welsh Health Boards emergency departments and assessment units and by other partners including emergency departments in English hospitals along the Wales border.

The Trust currently has nearly 5,000 users of the TerraPACE ePCR solution including, 2,465 hospital portal users, 2,291 application users and a further 1200 Community First Responder application users planned to come onboard this autumn.

The areas in scope for the Hazard Log and Clinical Safety Case include:

• The TerraPACE Application

• The TerraPACE Portal

• Interface to the WAST systems including Mobile Data Terminals for incident information etc.

• Interfaces to NHS Wales systems including WDS, WCRS, WGPR, WCP

• Interfaces to other applications including JRCALC+ and DocWorks Scribe

There is also potential for further work to comply with DCB 0160 with our other clinical information systems.
