Abstract

This is a 5 month contract to support an evaluation of the Nature and Us (Natur a Ni) programme delivered by NRW between 2020 and 2023, with the objective of developing a shared vision for the natural environment of Wales. We are looking to contract an evaluation expert to undertake an independent process and impact evaluation of the Nature and Us programme, with the following key elements: • As assessment of the extent to which we have met our programme objectives • Evaluation of programme process(es), with learnings summarised to inform future working • Evaluation of impact of the programme on the ways of working with other organisations in Wales, with learnings summarised to inform future working The evaluation is expected to be mostly qualitative in its approach but may include some quantitative measures as well. It is the ambition that the outcomes of the evaluation will provide lessons learned and examples of good practice that NRW can draw on in the delivery of the corporate plan, and share with other organisations for mutual benefit in our collaborative working. This contract would not include an impact evaluation of the vision itself, but we would expect the successful provider to propose a pragmatic framework for undertaking such an evaluation later down the line. This should include recommendations for any qualitative and quantitative measures and tools to be applied. The successful contract holder will review documentation and other products created by the programme to assess efficacy of processes followed, key gaps and opportunities for learning. They will also conduct interviews with staff, programme board members and stakeholders, and deploy other evaluative techniques to consider the extent to which the programme has met its objectives.
