This project, the Enterprise Engineering and Optics Centre (EEOC), is a key project to be delivered as part of the North Wales Growth Deal (now Ambition North Wales). The aim of the North Wales Growth Deal is to build a more vibrant, sustainable, and resilient economy in North Wales, building on our strengths to boost productivity while tackling long-term challenges and economic barriers to delivering inclusive growth. It involves a new purpose-built engineering building of approximately 2,187M2 to be constructed at the Wrexham Plas Coch campus of the University.
As part of the overall EEOC project delivery there is a need to also procure a Hydrogen Applications Plant Facility.The objective of this ITT is to procure the “The Appointment of Hydrogen Consultancy Support for the EEOC Project”.
The scope of the Hydrogen consultancy support required is as follows:
To provide lead consultancy advice and support regarding the implementation and use of Hydrogen for small scale production and storage of Hydrogen in order for the EEOC project to support SME businesses in utilising hydrogen technology combined with material light weighting to support the ramp up of hydrogen use over the next decade.
To provide consultancy advice and support regarding the design options, procurement and implementation and use of Hydrogen Plant facility for small scale production and storage including integrating with items such as composite fuel tanks and structure
To provide to the University an understanding of the Hydrogen landscape within the UK and North Wales, and a vision for the future of how Hydrogen can support SMEs to decarbonise.
The provide and write a compelling narrative, supported by market insight, to strengthen the position of Hydrogen in the EEOC project.
To write the specification for the hydrogen equipment including liaison with stakeholders to sharpen the use cases.
To identify and source / tender suitable hydrogen plant facility suppliers for tendering to supply and install the Hydrogen Plant facility.
To understand and articulate the risks, in installation, operation and emergency procedures of implementing a Hydrogen Plant Facility
To work alongside the appointed EEOC Building design team to optimise the location / infrastructure for the installation of the Hydrogen Plant Facility
To Liaise with the University insurers (UMAL) to mitigate the risks of implementing a Hydrogen Plant Facility
To support the development of the Invitation to Tender document to procure the Hydrogen Plant facility and associated equipment by developing the technical performance specification, the tender quality questions and undertake the tender evaluation of tender bids including supporting the project and contract management of the implementation of the Hydrogen Plant Facility.
To write a HAZOP and DESEAR study if necessary
To provide an overview of the required training to ensure safe operation of the plant facility.
To provide a process for post occupancy evaluation at some point after handover to ensure safely embedded processes.
