Abstract

RSPB Cymru is looking to appoint a qualified and experienced consultant to produce a digital handbook for Changing Tides: A community guide to a resilient coast. This project will focus on the Dyfi Estuary. It will be a partnership between RSPB Cymru and Tir Canol, and will work with NRW, Ceredigion County Council, Network Rail, farmers and landowners, as well as community members as key participants, to develop and co-design a handbook for coastal adaptation to enable a proactive response for sustainable, resilient and connected coastal and wetland landscapes for the benefit of nature and people, in the face of climate change. It will aim to co-design an accessible handbook for coastal adaptation terminology, coastal adaptation policies in Wales, coastal adaptation scenarios and case studies, as well as scoping out the current landscape, habitats and species in order to co-design opportunities for blue carbon investment and relevant financial models.

The following objectives represent an initial assessment and are subject to change and refinement as the project progresses. We anticipate these objectives to evolve through the co-design and co-production process. Flexibility and adaptability will be integral to the project's success, ensuring that the final objectives align closely with the needs and aspirations of all stakeholders involved.

A detailed and costed approach to the design and production of a digital handbook for coastal adaptation, that includes an outline delivery programme, milestones, lead times, risks and dependencies.

The appointed consultant shall perform services with a high standard of skill, care and diligence as practiced by professional persons and consulting firms performing services of a similar nature.

Consultants are expected to have:

Previous relevant experience of providing similar studies for NLHF activity and business planning purposes.

Previous experience of working with organisations with a national remit.

A track record of commitment to high value service and value for money

Relevant experience and qualifications within their staff team.

We request as a minimum the following outputs for this work.

An interim and final digital handbook for coastal adaptation. This will be a visually appealing with key insights, supplemented by models, charts etc.

Any publicity material relating to the Project must refer to the National Lottery Heritage Fund under which the Grant was awarded and must feature the Welsh language and English language.

A strong partnership between RSPB, Tir Canol and contractor, including regular meetings with Tir Canol Project Manager and RSPB stakeholders periodically throughout the project as well as site visits if necessary.

Prototype digital content based on our findings ie create animations, graphics, audio recordings etc

Any public facing content must be bi-lingual & any text produced needs to work well & be available in Welsh and English.

At the end of this commission the consultant will produce the following documents to cover this piece of work:

Digital copies of or effective links to all source material and research conducted including images, diagrams, drawings etc.

Copies of all material used in presentations.

Additional Information

Cors Fochno and the Dyfi Estuary, made up of 2,508 ha is a UNESCO Biosphere Reserve; National Nature Reserve, Ramsar Site, EU Natura 2000 and SSSI with RSPB’s Ynys-hir reserve a designated SPA and SAC. It is made up of a bar-built estuarine complex, comprising the Dyfi estuary, two calcareous dune systems, and a large, raised mire. The Dyfi is one of the best examples in north-west Europe of a small, drying, nutrient-poor estuary, which has been relatively unaffected by industrial development. A wide range of estuarine habitats are present, including rare transitions to peatland. Cors Fochno is of international importance being the type locality for estuarine raised mire and one of the largest active raised mires in the United Kingdom. The geomorphology, flora and invertebrate faunas are of national importance. RSPB Ynys-hir supports one of two regular wintering flocks of Greenland White-fronted Geese in England and Wales and is a key site in Wales for breeding waders. The area, including RSPB Ynys-hir, supports significant tourist trade and recreational usage, as well as housing the main train line from Machynlleth to Aberystwyth, run by Network Rail.

The Dyfi Estuary is under major threat from climate driven sea-level rise, tidal surges and changes in rainfall, with embankments failing, breaches increasingly frequent and challenges for statutory bodies to invest in future flood defences, as well as socio-economic and cultural challenges such as ageing populations, reliance on seasonal income, multiple deprivation and stakeholder conflict. Well-planned and informed sustainable management of the area is needed to manage flood risk proactively and adapt for climate change.
