Description of the contract
The HEIW pharmacy team has commissioned Cardiff University to deliver a bespoke education programme i.e., the HEIW Post registration Foundation Pharmacist (PRFP) programme for early career pharmacist registrants.
This is part of the implementation of the revised initial education and training standards for pharmacists (IETPs) which commenced in August 2021 and will involve a phased transition over the next 5 years.
The PRFP programme is a component project of a significantly larger HEIW IETP Implementation Programme, of which all other elements are outside the scope of this tender request.
The PRFP programme will provide a career pathway and required transition for emerging new registrants from September 2022, to achieve Independent Prescribing (IP) status alongside gaining a Royal Pharmaceutical Society (RPS) credential. The achievement of the RPS post registration foundation credential is a key part of the programme offering and a requirement of the tender award, to be met by the commissioned provider, in collaboration with the RPS.
The PRFP programme will meet the learning outcomes of the RPS post-registration foundation pharmacist curriculum. A learner at the end of this programme will submit their e-portfolio for assessment by an RPS led panel and if successful, will provide the learner with a Post Registration Foundation credential.
This credential will offer recognition of competence at an early career stage for all employers, irrespective of sector of practice and facilitating the pathway to RPS advanced practice level. Recognition of achieving/working towards a RPS credential award will be embedded within future job role requirements and replace current academic awards such as PG diplomas.
The PRFP will be a non-mandated programme for new registrants across all healthcare sectors in Wales. This programme offering is unique to Wales and HEIW will aim to commission this programme during the IETP transition period until July 2026.
The RPS are the professional body for Pharmacists and have now developed credential awards for the profession across all levels of practice- Post Registration Foundation; Advanced and Consultant credentials for all the profession to acquire, show their level of practice and demonstrate their competence at the credentialled level.
The objective of this service provision service will be for the RPS panel to provide all learner cohorts (four in total) with a final endpoint RPS credentialing assessment as described in the RPS Post-registration Foundation curriculum.
