Abstract
he aim of this contract is to employ a systematic and evidence-based approach to understand the perceived impact of the HCWP. Perceived impact is emphasised given that the HCWP is a universal programme with no comparison/control group and direct impact cannot therefore be measured. It will also explore whether the current delivery of the HCWP programme is still fit-for-purpose. These aims will likely be informed by qualitative feedback from key stakeholders, in tandem with quantitative data on performance and desk-based review and analysis (please see ‘Indicative methodology’ below).
Research will identify the strengths and weaknesses of the HCWP and assess whether amendments may be needed to the current schedule of contacts. This will be informed by current performance data, perceived impact amongst key stakeholders, comparison with similar programmes in other countries, as well as an assessment of how changes in other child health policies & programmes in Wales may affect the HCWP. The research will also consider the feasibility of implementing the Prosiect Pengwin SLC screening and intervention tools within the HCWP.
The work is expected to produce actionable recommendations based on the findings which will improve the delivery of the HCWP.

Description of the contract
