Velindre University NHS Trust, in collaboration with the NHS Wales Joint Commissioning Committee, acting on behalf of the NHS Local Health Boards are seeking to establish an all-Wales framework consisting of six (6) Lots for the provision of services to Adults (18+) in Mental Health & Learning Disabilities Care Home / Care Homes with Nursing.
The tender is split into the following lots:

Regulatory registration - Care Homes must be registered with either Care Inspectorate Wales (CIW) or the Care Quality Commission (CQC).

The bidder must evidence they have the relevant levels of insurance in place as stated in the procurement documents.
Bidders will be required to complete information relating to their EBIT, Acid Test Ratio and provide their Dun and Bradstreet number as part of the financial due diligence checks. All other information relating to this criteria is as stated in the procurement documents.

This is a Provider Selection Regime Wales (PSR Wales) Contract Notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award.
Bidders should refer to the tender documents for full evaluation criteria, however, the key criteria under PSR will be assessed as follows;

b) Value - ranking by price
c) Collaboration and service sustainability - Site audit against the relevant standards and service requirements

The procurement process will be carried out in two (2) stages:
Stage 1: Submission of the qualification and technical envelopes
Stage 2: Submission of the commercial envelope
Stage 1 is to be completed via PQQ_33886 by midday on the 19th August 2026. The pricing pack, in relation to the commercial response at Stage 2, will be issued via a separate ITT. Bidders will be made aware how to access Stage 2 on or around the 5th October 2026.
